It’s possible that it could be fowl pox, so the first thing I would do would be to clean it and see if it washes off.
It could even be scabs if the bird got some abrasions there.
There is an article about fowl pox in the learning section . I will try to find it.

I looked up images of fowl pox and her wattle doesnt seem that extreme. Plus she is the only one with it. Maybe she just needs some chicken version of vaseline?
