Curious cochin - feathering in weird

Has anyone seen this before (photo below). This cochin is about 8 weeks old and feathering is really different from his flock mates. Is he a frizzle?

Most of the feathers are laying flat so probably not a frizzle. But cochins do have a lot of thick long feathers on their legs.
He's going to be a beauty!
