What most forum competitions I've seen do is have a submission thread up until a certain date say for 1 month. Then someone goes through the job of numbering/naming every entry or you use the person's username if they are only allowed one submission and a second thread is made listing the submissions for voting. That keeps things cleaner and it means every one gets to see all the submissions before voting.
