Another question: So if the columbian trait is incompletely dominant, how does it affect the bird if only one columbian allele is present? Leakage through the neck feathers?

So in this breed, quail is a combination of 3 diffferent genes? What would happen if say I cross a quail with a solid black?

It produces a very leaky black. I know from experience as well as genetic knowlege. It is not fun to play with and proves very difficult to go back to a pure quail or black color.

Likely the pattern will be less defined. On a heterozygous black bird it will probably restrict the leakage somewhat, forcing it more to the body than the hackle.
