Do you have a picnic table & chairs you could put over the water bucket to provide some visual & physical shelter and protective obstacles there? And maybe move it closer to bushes so chickens won't have to cross a big open space?
I don't know if the hawk attacked Popcorn in the same area, but that may be a valuable precaution since the hawk has caught one chicken there, and the chickens regularly go there.
Or could you spread some lightweight net over parts of the yard? Maybe that would be extra discouraging to the hawk since it wouldn't even see the net probably. Then when it got tangled in the net, it might get the impression that your yard is "magically" protected?
However, if the net wasn't hawk-resistant enough, maybe the hawk could still grab a chicken?
