The genes which give them their colour and pattern often cause pigment to develop on their legs, nothing to worry about.

I had four chicks hatched from these eggs. My friend has two of them, but she has one black one like I have and one that already has the black and white penciling. I wonder if that one’s a rooster or just got more of the barred rock gene

When the father has white barring, he can give it to his sons and to his daughters.

So the white barring on one chick does not tell anything about whether it is male or female.

For the sex of your chicks, I think the one in the first post may be female, and I'm pretty sure the one you posted more recently is male.
