I tossed the eggs in question. I agree there should have been more development by day 12.
All the eggs I kept show clear development and veins when I candled.
There are 3 lots of eggs in the incubator, some from my flock, some wyandottes that were posted to me and some bantam x that I picked up.
The ones I picked up were from a lady that i swapped some eggs with. They were freezing cold and most of them upside down in the egg carton. I got them home and put them all the right way up and let them sit for about 15 hours before. It was about 24 hours till I put them in the incubator. The three questionable eggs were from these eggs and three others I threw in the bin showing no development at all.
I still have 28 in the incubator and hopefully they are still all viable at day 18 when I candle next.
Thanks to all who answered my post.
