Day 20-21 Quail egg incubation! No pipping!

Hi, Today it will be the 21st day of incubation, at 6:00, and there has been no pipping, we did a water test to see if there are any babies and 2 definitely had chicks, and 1 was questionable, should we do hatch assist?

I thought Quail hatched at 18 days. Did you just put the eggs in water to test?

Please, please don't do float tests on potentially live eggs. It's a good way to kill a chick. Your chicks are very late, which tells me that your temperature was probably low during incubation.

Thank you. I'm guessing these eggs aren't going to make it, but I'll leave them alone for a few more hours, just in case. I have a hydrometer thermometer coming tomorrow so I can test the incubator and see what temp it's actually running at.
