Day 20, baby chicks chirping inside the get, does this means they've broken the air cell?

Yes, they are internally pipped. The air starts to run out after 24 hours, but they can make it up to 36 hours internally pipped without externally pipping. You can't assist really at this stage any way though.

I had an egg I noticed had broken the air cell, it took about 12hrs before and outside pip. then it rested and didn't zip/hatch until 18 hrs after the first outside pip.

It can take up to 24 hrs to hatch after an OUTSIDE pip. You want to give the chick those hours to absorb all the eggs contents. If you help right after the outside pip, the belly button will poke out with blood and unabsorbed yolk and the chick will likely die.
