Day 21 on our first hatch, no chicks so far

Could be the rest weren't strong enough to survive, or it could be the shipped eggs were damaged, or who knows what else? I've never hatched shipped eggs, but it seems they don't have the best hatching rates from what I've read.

The reason I asked if your incubator had a fan or not is, if it didn't have a fan, the recommended temperature should be closer to 101 than 99 or 99.5

I would say the chances are slim - especially if you don't hear any more peeping. Generally, if all the eggs are set at the same time and conditions are ideal, whatever is going to hatch usually hatches within 24-36 hours. Any hatching much later usually aren't very healthy and may not survive. This has been my experience, anyway. I'd say if you don't see or hear any signs of life by tomorrow night, they are not going to hatch. If you can handle it, you might want to crack them open to see if they even developed or not. I'd do that outside...

Should I be worried if any have pipped internally and end up stuck in the shell if I take them out?

Wait a couple of more days to see if there are any more signs of life. If there aren't, I think it would be safe to take them out. You should hear peeping if they have pipped internally.

How does the chick itself look? Moving, eating and drinking OK?
 
In my previous 4-5 hatches, most chicks came out on days 22-23 because I decided to err on the side of caution and keep my temp lower rather than higher if I was in doubt (about thermometers being calibrated properly, or what should be the temp at what height in a still air incubator).

But if your eggs were shipped by mail, I'm afraid that's the most likely reason - I did it once with my first incubating attempt, and never again. Only one chick hatched out of 22 eggs; when I opened others, most were scrambled within, and a few were cracked or broken at arrival. Of course, it also depends of the seller, but the sellers I bought from swore they had a lot of experience and would pack eggs properly. They barely put any effort. Since then, I only buy eggs within reasonable driving distance.

Sorry if I bring bad news, but I hope your next attempt will end better.
