Day 22 No development

Splay leg is common with late hatchers. If it doesn't improve within the first 18-24 hours, splay leg is usually easily fixed by banding them together.
 
Did you calibrate your thermometers to 100* using a good quality medical thermometer as your control? Incubation temp is suspect with leg deformities especially if the
hatch was off schedule. An other thing to look at is nutrition. With my chickens, I put them on multi vits and extra protein before collecting hatching eggs. I'd do the same with quail. Congrats on your new babies.
 
ahhh good ideas all around! this batch that had 2 hatch were right on day 18 the day 22 i tossed they werent fertilized i found out by breaking them open on day 22
 
I havent candled any of the eggs because i havent gotten a light for it yet..... i guess thats my next purchase! I have 3 thermometers and 2 hygrometers. 99.5 on 2 thermometers the control unit thermometer is reading lower than that to get them to 99.5 both hygrometers are at 45%
We candle with a flashlight. I dunno if that'd help you tho.

Your cell phone light will work if its a new one. I candled my quail like this. I bought 20eggs from asian store refrigerated and 8 are fertile day 4 in incubator suprised so many were fertile!
