Day 23 on chicken egg and hasn't hatched?

5 pm on the 19th was when it was day 21 for a chick. Yesterday it broke into the aircell at around 9 am I'm guessing and started to breath today I candled it to see how the chick was doing and she was still sitting there in the egg not pecking. She was still alive because I could see her moving around. She still hasn't pipped. My main question is something wrong? If anything is what can I do to help her?

If she has internally pipped, I would make a small safety air hole. But that's just me. Had too many internally pip and then suffocate.
