The day 23 24 egg has a air sac that goes to bout the center of the egg and it covers the top but is the with of my thumb on the side

That's about right. It's been my experience that any in the the 97-98 range are deceased.

Note that my suggestion for trying this was not to calibrate thermometers, it was only to verify that the chicks are still alive. Chicks this far along will be producing their own heat. A better calibration test might be to put a fresh egg in and wait to see what temp it reads.

As said earlier, I suspect that your temps have been too low.
 
Okay what if the baby is shrink wrapped and can not do an internal pip? And how would I know if it is?

the first answer is NO.
the second reply. the chick will not be shrink wrapped if the shell is not opened.
slow hatch can be causes by low heat.
how often did you open the incubator ?
 
Hi,
I want to thank you all for your help I started to incubate off the shell temperature. And have my first baby popping out now. The Hatcher was to hot not to cold. So shell temp is how I'm going to incubate from now on. Thank you all.
