Day 25 and waiting

I am a first time hatcher. I started with 10 eggs (from my flock) and only two were actually fertile. I am now at day 25 and they are not hatched. I am really concerned. I read one post that suggested the shell may be too hard for it to pip. So, as the post suggested, I tapped the shell to crack it. Still no chick. They are moving, but not hatching. Should I be concerned? Should I give them a little more time or should I break the membrane and help them along?

Any suggestions are greatly appreciated.
 
I've had hatching at 23/24 days before and have read it can be up to 28 days. Candle them to see if there is an air sac or anything inside them. Check humidity and temperature also.
