Lice are not pathogens. Lice are bugs. And if you use a poultry dust that has been properly stored and not out of date, following the directions and using follow up treatment should get you results.
Lice reproduce in sexual reproduction so they constantly changing there DNA ( and pathogen is any critter that causes disease so lice can be refer as pathogen! I want to give you a point to think about, in agriculture the main problem of farmers is insect( belong to the phylum Arthropoda like lice) that damage the crops. The main way to deal with this problem is to spray insecticide to To eradicate the harmful insects. I want to ask you if your claim is correct why they have to change the insecticide every few years? Why you hear or read about insects that are no longer influenced by a very efficient drug that use to be very good and now it isn't working? If you have a dog o a cat, do you use the same materials that was used 20 years ago? Do you use D,D.T? If you invite an exterminator to your house you think that he will use the same products that he was using 25 years ego?
