We had a fox take one of ours that way, took the head and foot off. It pulled it out through the fence and those were the only parts it could take. A hawk will normally only eat the breast if it is too heavy to fly away with. Try to line your chicken wire with some hardware cloth, using zip ties and stakes to attach.
