With the 23-24 day eggs, yes, they should be developing ok. If you candle and see any slight movement around the top, just under the sir cell, that's great

How often do these things explode? And am I doing something wrong? Basically have a nice incubator... keep duck eggs at 99.5 with almost 60 humidity and bump to 75 last 3 days.

Also they only explode if one is really bad typically. You can give them all a smell test. It sounds weird, but it works. Any that smell rotten, throw out. Those could get to a point of explosion. Also keeping your incubating environment as clean and sterile as possible helps. For example doing inventory and throwing out any dead eggs as often as you can will keep the rest of the alive eggs doing well.

Should I not turn eggs ... sometimes I flip sides as I wasn’t sure what side to candle but I’m pretty gentle

Well the NR360 is probably the best incubator you could possibly have, so it's very likely just a bad set of eggs
