This kinda reminds me of the old line:
"If you lend some one $100 and you never see that person again, it was probably a wise investment."
Carry yourself to wherever the guy is at and get your papers. If he won't pony up, call the sheriff to come on out and meet you there to get them. Show him your receipt and contract for pedigree purchase. You do have those, right?
Then, papers or not, go buy some food, feed the dog and treat it well. Hey, if you had $200 for a dog in the first place, you probably aren't hurting for the cash. Thank the Lord for that.
You learned a good lesson in economics generally called "Caveat Emptor" - and got a nice dog in the bargain. Sounds like it was worth it.
