Disinegrating feathers

One of my chickens has feathers that seem to be disinegrating. The chook is 18 months old and all other eight chickens appear to be fine and in good health. The chook moulted but its feathers did not grow back and the ones that are left break off and appear to be disinegrating. It also appears very legargic and obviously is not well. Have checked for mites, ticks etc but none found, It is very scaly when touched all scales fly everywhere.
 
Can you take a pic. I would give nutridrench drops just because me first thought is always nutrition boosts are the path of least resistance ie. Do No Harm first and foremost.
 
Give her an Adam's Plus Flea and Tick bath and blow dry her. Make sure she doesn't get chilled. Then start her on a good delousing program and keep at it. There are lots of good threads here about that. Sounds like she needs a Valbazen worming too.
