I assume then, that if one of your chickens goes into your neighbor's yard they can dispatch it since it is a possible threat to their garden.
So what is a person to do? Wait until a predator maims or kills.
Cat used to lie around in front of my house every night. NOT MINE! Never saw it in the daytime. UNTIL! One day it tore the face off of one of my grandsons ducklings. If I had killed it before it did I guess, in your book there would have been no reason? An ounce of prevention is worth a pound of cure.
Edited to add: Bullets are cheaper than vet bills.
