Maybe there are other rules for tiny chickens like Serama of Dutch? Are pigeons allowed? It’s worth trying!
Serama’s and Dutch are about the size of a pigeon and about 1/5 of a normal size chicken. And no real chickens according to some people I know. If you really want some you could apply for an exeption and add pictures with a measure
to show how tiny these are. My Dutch are no nuisance to anyone as long as I don’t keep roosters.
Therefore I would not try keep a rooster and get permission of you're neighbor before taking other actions.
Btw my garden is only 1/10 of an acre. My neighbours all love my chickens. Especially in spring when I have too many tiny eggs.
