Do all Banties act like this? (two-part question.)

I picked up some more chicks the other day and out of pure curiosity, I bought a Banty. It won't stay with the other chicks! It follows me around the house, sits in my lap, and throws a fit if I leave the room. It's pretty cute, really, but until I can put them outside with the other chickens, I can't have it running around the house and pooping all over the floor.

I have never had a chick that acted this way. Is this normal??

The second part to this is can anyone tell if this is a roo or pullet? I hesitantly bought it out of a straight-run batch. Thanks!!
