do all silkies have feathers or fluff around their necks?

Well, showgirls have naked necks; all silkies (except for the showgirls) have neck feathers. Beards/muffs are an entirely different thing--you will find both bearded and non-bearded silkies and also showgirls.
 
It depends on the parents. The gene that causes muffs and beards is incompletely dominant. Menaing that if the bird inherits from one parent and not the other, it will be partially bearded. If inherited from neither parent it will be non-bearded and if inherited from both it will be bearded. A partially bearded bird is considered bearded, just will a poor quality beard.
