Do chickens grow feathers only during a molt?

I have a picking problem. (Again.) I think I've finally found my answer, though. Not enough nesting box space. Anyway. Three of my hens have bare backs because of over-mating (Got rid of rooster) and picking. Do chickens only grow feathers during a molt? Or will they regrow their feathers whenever it is needed?

Well my standards find joy in pulling at my silkie cockerel's feathers. When I got him in January he had finished a molt, but his feathers are growing back
I had to separate one of the roosters last year for feather problems with hens their feathers grew back in a month-ish
So yes they will grow back even when not molting
