Do chickens molt at their butt area?

At 9 months it wouldn't be an adult molt, so possibly could be a picking issue. Post photos when you can!

The thing is we are not too sure how old, but we know she started laying about 3-4months ago

Here they are...she looks I like she is in very poor shape even compared to her sister. She is in pictures 3 and four. Pictures one and two are at her tail area. And the 5th picture is her sister. The last are of her vent area where she is missing hair

The other hens definitely look different and a lot healthier...so I am quite worried. She is eats, pops, lays, digest, and is not legthargic. The other hens:
