I think in a back yard flock where they are kept in good conditions [not crowed or nasty] they would not need to be vaccinated, places like factory farms where their live stock is over crowed YES .I've been keeping ducks almost 10 years this coming June and never had a problem with any of them getting a disease. They are very hardy if taken care of.I don't know. I have been wondering if it is needed. My dogs, child and horses all needed vaccines. I didn't know what the general rule of thumb for ducks is.
