Going by the size and redness of the comb and waddles, I would say yes, he's a cockerel.

My apologies for hijacking your post. But I have 4 RIR. They are about 10 weeks old. Probably too early to tell but could these be pullets or roosters. I can tell so easily with my Astrolop but not these.

They look like girls to me.
