Hi there for your state I am unsure..however in most states you have to have a permit if you plan to release, sell, trade, barter or even give away quail and pheasants (if you're meaning bobwhite quail and such). In some states Coturnix quail are completley legal to own and sale (but are not reccomended for release). What I would do is give your DNR a call and ask them out right if they dont know they obviously won't be pounding down your door...lol. In most cases hte permits aren't expensive and are only a yearly fee.
