Do I have to roosters?

I know the black and white one is a rooster, but it's the leghorn also a toaster? I bought my leghorns as pullets, but it's definitely more red than the others.
If it is a rooster, ill it be ok to keep both? They were raised as chicks together, but that will leave only 6 females amongst both roosters.

Compared to the other leghorns, it looks like a rooster. They’ll be fine. There may be some fighting to establish the pecking order but there shouldn’t be any major fights since they were raised together.
 
When did the comb start to turn red? I think it's a fast maturing pullet, but it will depend on when the comb first got some color.
I only noticed this about a couple days ago
