Do I need a permit to raise quail in panama city?

I am in Callaway, but its a panama city address and was wondering if anyone knew if I need a permit to grow these birds. I read a thread on here that spoke on chickens/fowl in Panama City but its all lawyer talk and I am more confused than ever. Its said something about a permit and a 25 dollar per bird fee. Does this cover quail also? I am hoping someone else here is in panama city or Callaway.
 
I quess its a little dumb replying to my own post but here goes. I have been looking into the city ordinances further and found it is required to get written permission from all neighbors adjoining the property and the city clerk. I have just moved to the area and wanted to be legal before my new birds start hatching. A map online of the city limits as of feb 2012 shows the city limits of callaway ends up the street.... I could almost throw a rock and hit the city limits though. I cannot find anything in the county website that mentions fowl (quail). It appears I have dodged a bullet. We did ask if it was ok with our new neighbors and they are all for it. One is a bird hunter and is ready for some birds to eat. I will make a call to Bay County to make sure its cool.

Actually, no it's not. If somebody else had the same question, and typed in "Do I need a permit to raise quail in panama city?" in the search feature, it would take that person DIRECTLY to this post where the question was asked and answered. So, you just assisted anyone else from Panama City who has the same question.

True, I hope this does help others. I called the country and they confirmed I am outside of the city limits. Bay county ordinances say nothing about fowl from what I see. If any animals make smells or sounds that annoy neighbors would be a problem. Quail males do make some noise but not enough to anger my neighbors. The smell is minimal and I will take steps to limit it even more.

I'm one of them in st andrews
The local grocery store here sells chicken feed and they sell quite a bit
 
Do you know where to look or who to call if I want information on selling the birds/eggs like at the farmers market on Saturdays in St Andrews?
