I don't know the 'post above' to which you're referring.

A rooster (once accepted into the flock) does tend to keep the peace.

No, roosters will not usually help prevent bullying of birds in a flock. A rooster's job is to keep the hens safe, mate with them, and give them food, not to work out their arguments. Older hens always have to show their dominance to younger, subordinate ones. Once the pecking order is established, things should quiet down.
