I know this has already been asked, but I wanna make sure any information is current. I've looked through city ordinances, wild life regulations and just everything I can think of; but haven't really found a solid answer. Maybe I have found the answer, but just didn't understand it? I dunno.

If you go to your state thread you may be able to find someone local to help you.

If you are housing birds outdoors and live within city/town limits than often there will be some sort of rules you must abide by. Sometimes the ordinances will dictate kind and number of birds you have, other times they are more concerned with the size and location of any structure you build to house your birds.

Contact your local animal control. Also contact your local building department. Both should be able to provide you something in writing, or a web link to view the regulations.

Each state is different - and at the level of keeping chickens in your backyard - each county would regulate that. Your best bet is to contact your county extension office to see what is or is not required for your area.

A permit to keep them as "pets". And regulations for keeping them. I'm looking for information to give to my parents who wanna turn our yard into a tiny homestead.
It all depends on what breed and where you are located. I know in NH i dont need a permit for Coturnix but i do for all other sorts of quail. The reason being is that cots are not local they are imports from Japan, whereas the buttons, gambrels, etc could have been released and mess up the gene pool here

Good Luck!

Also, at least in California, many subdivisions (we live in a subdivision with 3 acre lots) have their own codes (CC&Rs) about what is permitted. Your parents will have that information on their purchase agreement/contract somewhere. Best of luck with your endeavor!
