Do I need to switch to 16% protein feed at 15 weeks?

The book that I have been referencing since getting my first flock of chicks suggests switching from 18% chick starter feed to 16% protein feed at 15 weeks until 22 weeks or until they begin laying. The bag of chick starter I have (Kalmbach 18% start right chick feed) says I can feed this until they start laying. I'm having a hard time even finding a 16% protein feed that is for pullets and not laying hens. I would appreciate any thoughts on whether I need to switch or not. Thanks in advance!
 
I give all chickens of all ages an all flock feed throughout their lives. I use Purina Flock Raiser, which is 20% protein. Many BYC experts recommend the higher protein. Since feed is perishable, and I don't have very many chickens, it takes me a while to use up 50 lbs. So this works for me. I offer oyster shell on the side for the layers to take what they need.
