Do they ever come in freindly?

I have had 3 roos and the last 2 where so mean I had to rehome them. I now have a 16 week EE roo who is tame to me and the kids but has started pulling feathers from the necks of the other hens. Is this a maturity issue with him or meanness. He pulls till the hens fly over the fence and I have to chase them down. I never thought he would try to drive the others off. I was hoping for a flock who would live in harmony but I am beginning to wander if it is possible. If he continues he will be gone to. Anyone else have this problem and does it ever settle down? John
 
If you do not like him to bother the hens-separate him and putt him in the flock when hens start squotin and are ready for mating
 
He is starting to feel his hormones, and show his dominance to the hens for mating. You need to show him who is boss, when he does this pick him up and hold him until he settles down. Also get a stick not to big but long enough to tap him on the backside, even chase him tapping the ground so he knows you are the alpha roo. This should bring to an end his aggression. If you can't be around to do this tether him, the hens will come to him when they are ready.

Tethering also teaches a roo to stay in his territory. If there are hens in the area and they do not have a roo, he can hear them and will want to wander.
 
He may be maturing and is trying to establish his dominance over the hens. I'd wait and see, but I'd also cover the run so the hens can't get out. Good luck with him!
