One of my girls has a feather issue around her neck. See pics. I have 9 chickens, no rooster. This is the only one of the 9 chickens having this issue

No need to worry! Just looks like new feathers growing in! Looks a little odd cause new feathers are covered in a waxy coating!

Looks like she is molting and regrowing feathers. Here is a good article about molting and pin feathers:

My pullets are 9 months old, and are going through the same thing. So much for BAs being good winter layers.... The waxy coating of the feather sheaths flakes off as the feathers grow, and on my black chickens, it looks like huge dandruff.
