Says, "...Planned-unit development regulations shall apply to property only at the election of the property owner..."
The rest of it indicates it is there so if someone wanted to put in a planned unit development, or maybe wanted to adjust details of the zoning regulations applying to it, they could do so by easier methods than amending the zoning ordinance.
Whether or not anyone did that with their parcel, it doesn't change the zoning of your parcel.
