Do you see them moving? If you picked her up, did they crawl on you?
What color of dirt has she been dust bathing in?

You need to look closely for tiny mites crawling on the skin. What is your location? Some mites are on chickens 24/7 while some only come on them at night. Mites deposit dark specks, so it could be mites, but I would only treat if I saw mites. Permethrin spray or garden dust treat mites, but must be used at 7 day intervals at least twice.
