Aww hunny, I'm so sorry you are having so much trouble! So sorry you lost the puppy, I hope your dog pulls through. I would definitely get the signs saying that you are on camera. even if you cannot afford a camera! Then make sure you do everything you can to make him believe that you do have them; and several at that! Keep a close eye on him and if you have any neighbors that you are friendly with get them to help you keep an eye out as well. Document everything, and see if neighbors will do the same. Let him know that he is being watched, you know it is him, and if it does not stop there will be dire consequences! I hope things get better.

We just had to draw the line somewhere. I couldn't stand the reporting, animal control visits, spying, and constant nervousness it caused. I used to have nightmares that he was watching me sleep or hurting my animals.
Now our neighbors are about 1/2 mile away. They are really nice and super friendly. I even got them into raising chickens! We went in on a joint order of chicks this month.

Do they really have nothing better to do but bother decent folks and poke in there buisness?? Are you serious?? I am so glad I don't live in town.Our neighbors aren't to far away from us but it sounds like it could be worse hearing all this ya'll are going threw.I couldn't stand living door to door to our pest of a neighbors now.

hire a PRIVATE trial attorney. Ask around and get a real
"attack dog." (This type of lawyer comes in both male and female.)
The police have admitted that he is the culpret, and they have records of his harrassment. You need to hit this clown where it hurts him--in the wallet.
Your attorney can develop a case against him, and when you win, he pays YOUR court costs, the extra monies you have spent trying to make him happy, and pays for your emotional suffering (or however he/she wants to phrase it in court.)

What boxermom says could be very true. We had a predator living next door and I was unaware because he wasnt a convicted one. He made our life a living hell by always complaining about the dogs and even went so far as to poison them. He was very brazen, when we first moved in my oldest daughter caught him looking in the window at her. It was the dogs that alerted her!
This neighbor you are dealing with sounds exactly like him, down to the joking around to your face and being something entirely different behind your back.
Luckily he lost his house and the new neighbors are great.
