manage her. crate her/leash her when you have food down. Work on teaching "leave it" and don't leave food down when she is out. Not even your can of soda. Put it up and out of her reach until she is reliable with her training.
Is she getting into cabinets to steal the chocolate? If so, get child latches for them. If she is just sneaking it off the counter, then PUT IT AWAY. She isn't "stealing" it - you are leaving it right there for her to pick up.
