Right after I posted yesterday about some peanut butters now being toxic to dogs, someone in the collie club posted a listing of the toxic ones and other items that contain the substance that has killed some dogs. Put crazy glue on it. Stops the bleeding and disinfects. It is the same formula as dermal bond that they use instead of stitches in the OR

How is your dog today?
I agree. If the nail is hanging by a “thread” you should somehow cut it off. I had a greyhound who did that once, and you could tell it was very painful.
If you can’t get him to a vet, cut it off quickly and then put some ointment on it and bandage it up. Change bandage regularly so it doesn’t stick. The dewclaw should grow back.

If you have a sharp pair of nail clippers or small side cutters just whack it off. Then apply pressure until it stops bleeding. If he is in pain you can give him a baby aspirin if you have some. Aspirin is safe for dogs but a lot of other pain killers are not.

Another good first aid thing to have on hand for pets is EMT gel. You can get it at tractor supply.
