I understand your frustration about animal control. To get animal control to come out, we have to call the county sheriff, they patch us through to AC. There was a Lab puppy (older) that was at the back of our property on the other side of our fence, she was there all day. That afternoon I called AC and informed them, she was still there the next day, then my hubby found her in the front of our property, laying by a hay bale. I again called, and this time, someone came out. The dog had a hurt leg, and was hungry, so I hope she was cared for.
The ones who anger me are the owner who let their dogs roam first thing in the morning. I see between 6 - 8 large dogs on the back road, while taking my girls to school. Three of them have some type of leg or foot injury. I just don't get it, if you are going to have animals, be responsible for them.
I hope you do not have to use the 22 again, but if the neighbor is stupid enough to get another dog, then I guess he will be missing a few more dogs soon. Like a PP stated, inform AC about the issue, and even file a police report to cover yourself.
