Dominance and egg eating?

One of my hens has turned into a nest stalking egg eater. She only eats other hens eggs! I have her and her sidekick who has also been stalking and tagging along, isolated right now. I've tried decoy eggs and

One of my hens has turned into a nest stalking egg eater. She only eats other hens eggs! I have her and her sidekick who has also been stalking and tagging along, isolated right now. I've tried decoy eggs and plan to hang nesting box curtains, but unfortunately a lot of my hena lay on the ground. I'm wondering if this is a dominance or pecking order conduct because she only eats other hens eggs. I put her and her sidekick in isolation and each of them laid an egg but they wouldn't eat their own!
