That makes me wonder if she is crossed with a tailless breed of some sort, also the white fuzzy feathers on the neck.
I've wondered the same thing...Also, she's notably smaller than the other two that were born the same week (Sussex and an Americauna.)

her feet don't look quite right either... duck foot.

Nope, they’re messed up, have been most of it’s life, though it seems to get along just fine.
My guess from the neck and back splashing and no visible dark beak spot that it's male -- let us know what it turns out to be!
Feathersite.com has photos of White Doms. Apparently white sports happened in Java and Jersey Giants too so they started to breed them on purpose. Although white is pretty I don't like solid white birds for my backyard flock. My White Leghorn would turn dingy yellow with permanently stained dirty feathers so that she looked bedraggled until her next molt.
As for your hatchery comment, who knows what they do behind the scenes? I shudder to think how some might inhumanely dispose of surplus male chicks?
Looks hen to me too -- looks like she has shading down the front of her lifted leg too?
