Down feathers showing through new feathers

I have one hen out of eight whose down feathers e showing through her new feathers (pics below). Is this ok? Is there something I need to do to fix it or should I just leave it? They aren't show hens, just layers and eventually food so I'm not worried about how they look so much I just want them healthy. They are 6 weeks old.
Also, the hand on the neck is my three year old petting her, not someone choking her as it sort of looks like from here, LOL!

Looks like normal development to me

She will loose that down as new feathers continue to come in.
 
Do you by some chance still have these pullets in a brooder under a heat lamp? Or is it extremely warm where you live?

Not having cool temperatures in which to feather out, can retard feather development, thus the down feathers would still be present.
 
It's pretty hot where we are. We're I. The 90's. All the other hens have lost most of theirs.
