Droopy wings and shaggy feathers

Hello folks, I am a new chicken mom and am a bit concerned. I will try to post pictures of my Sterling Green Egger who is just over 3 weeks old. Her wings seem to big for her body and her feathers are all shaggy. She sometimes gets stuck on her back and cannot roll back over without help which does a number on her back if I don't get right to her. I am afraid if this happens and I am not there to help her. She seems to eat and drink okay but is much smaller then the rest of the chicks I got at the same time. Is she sick? What should I do?
