Hair dryer is good but also I think of using a heating pad Like hold her with it on her A large heating pad might be big enough to cover her whole body all at once

What did they do to Luke Skywalker when Han Solo got him back to base from the snow fields? You could gut your tauntaun if you can spare one.
Seriously, hot water immersion or warm saline solution into the body is what trauma teams do.

Update she is doing better so far!! She is more alert and she’s fighting me with moving her around and her shaking is less. She is opening her eyes more and for longer periods!

Are you able to keep her inside where it's warm over night?

An enema bag or a hot water bottle might work also, if you have one. Ask your parents. Or if you have some empty water bottles you could fill them up with warm water, not hot, and snuggle them next to her once you get her warm and dry. Maybe cover them or wrap them with some old towels. You'll have to refill them from time to time to keem them warm.
