I was told to try Karo syrup to see if it was a sugar related issue. Does anyone know how much and how often I should give him?

Would be best to ask your vet, but if he were mine, I think I would give him 1-3 ml. At 3 pounds I'm very worried about his weight. I don't want to scare you, but if he is a normal sized duck, as in not call duck or mallard sized, he is dangerously close to the point of no return. What did the vet say about his weight? Did he suggest tube feeding? How much does he drink in a day?
