Duck shrub recommendations

Once things dry out enough that I can get in with the dump truck and bulldozer i am installing a pond and new run for my ducks. It wont be nearly as shady an area as they are in now where no matter what they are able to move to adequate shade. I want to plant some shrubs to give them shade and areal shelter. I have seen large shrubs in peoples yards that are a couple feet tall and about 18” high before they branch out, presumably they are trained to do this, but I envision a cluster of these 3 or 4 that would ultimately make a miniature forest for them to escape under. I presume a cedar type bush would be ideal, but should i be concerned about any kind of poison situation with cedar? Should i be considering something else?
Something nice.. but not too expensive.
and before anyone beats me to it......
