Duck with eye problem 3rd membrane swallen irritated itchy ?

I have a duck that is about 1month old now, I have tried warm baths 3 times a day, he rinses his face which is good, after he is dry i put on terramycin oitment on both of his eyes but it seems like is not working, I've been doing this for over a week now with no good results, first picture is the left side which is more irritated second picture is the right side. But yet his eyes are not watery, He drinks and eats just fine, he keeps his eyes closed most of the day and does not move as much since he is recuperating from a hurt leg, his other siblings seem to have the same eye problem but not as bad they are still active
Any sugestions,???? Could this be dry eye? Allergy? He was outside since all of this started, he has been inside since that point.

I'm not much help, but I had a call duckling that had crusty eyes for the first couple of weeks. I washed them the best I could, didn't put anything else on them. Just tried to keep their water as fresh and clean as possible. His eyes looked either dry or crusty for the first couple of months. He is almost 3 months old now, and eyes are fine, it all grew out without any problem.

He definitely isn't the "smartest" duck in the flock though. I doubt there is any correlation, but he is a bit "quirky". :cool:
 
I'm not sure what could be going on. Is she the same today? What do you use for bedding?

He had newspapers but I recently took it all-out thinking that might be causing him to have an allergic reaction, he's got one sheet of newspaper we change it all day long and a towel that we change once a day, long time ago we used hay but it had dust so no good for his eyes.

You are right, I had this happen before, but never took this long to cure

Everyone else already suggested anything I could add... hope he gets better...
Thank you, he still the same today , we are going to taking him to the vet later today to see if maybe its something more seriuos, he seems like he does not like to be touch anywhere near his head / ears and he starts shaking his head to each side itching, maybe ear infection??? ☹ I really don't know, I have never seen a case this bad.
