Duckling eye issues!!!

We are at our wits end..... we had almost fixed this little ones eyes, which were closing up, bubbling, crusty....etc etc etc. There were 2 days that they looked small but 'normal' .....Now we seem to be having trouble with it's eyelids. (????) One is closed completely now, and the other looks like it may be on it's way to the same thing.
We had used, warm cloths, saline solution rinses. It actually looks quite healthy - but it is NOT NORMAL!!!
Besides going to the vet.....(which we really want to avoid) can anyone suggest something else? - I have seen lots about Terramycin, Veteracyn but does that need to go in the eye?.....seeing as we haven't got the eye even open...???
